8 Engineering colleges in the state: Government says these are in our hold, but college admins not following govt norms.

Jaipur. Students of these colleges are being charged full fee like private institutions and government of Rajasthan is giving them full grant for their development. Eight engineering colleges in the state which were treated as like government bodies were not following the government norms. Salary and pension of faculties are being not given by government, but authorities still claiming that these are part of Rajasthan Government.
Enginnering colleges in Bharatpur, Ajmer, Bikaner, Banswara, Bhilwara and Jhalawar were estaiblished by Societies and registered under the Society Act 1958. Governing councils of these colleges included the Minister of Technical Education, Principal secretory of Technical Education and finance secretory. Other members are renowned industrialist and educationists. These colleges were funded by the state government every year till session 2009-10, but for this recent session government has denied to issue the grant. Decisions for appointment the faculty, dean and other academic posts are being taken by the state government. These society colleges are also using the government letter heads.
questions arise....
These colleges are being run under the self finance schemes not as government bodies. The salary and pension of the faculty and staff are disbursed from the revenues collected from the students as academic fee.
Academic fee realised from the students of these colleges is equavalent to private institutions. Concession in the fee is not given to students like as academic government colleges. This rebate is being given to a small percent of total students.
These colleges were issued grant from government till last session, but this is not the parameter of government body. Many of the society based colleges are also funded from state government.
Auditing of the accounts of colleges are not being processed by auditor general. Auditing of the grants given by government is being done by private accounting firms.

Q. Why these colleges being treated as government bodies, while they were not following the government norms ?
A. These colleges were estaiblished through societies which were held by government authorities, so this is not wrong to say them government body.
Q. But students being charged full fee as like private institutions ?
A. We have denied to give them grant from this session, and trying to make them as autonomous bodies. Hence, they have started to take full fee, still they have to pay for faculties as per aicte norms.
